EMCO 6P turret Setup

I am in the process of setting up the turret on my lathe and running into some issues with it finding tools.

I have the turret wired to H4 and verified the leds light up corresponding to the truth table I found for the turret ( attached )
When I choose a tool the turret will spin until it times out without finding the correct tool, I have the timeout setup so that it does more than one full rotation of tools, so I am assuming I have the table setup wrong in the wizard, but I couldn't find documentation on how to set it up.

I tired reversing the 1 and 0's to see if that made the difference but it didn't, hoping someone can give some help, I am assuming its a simple error on my part.
