Check the DIR signal output from Acorn as I suggested. A thought:
After you startup the control and reset it, but BEFORE you press Cycle Start to home the machine, can you jog each axis in the positive and negative direction?

y+ goes to high 23 volts y- goes low .02 volts x+ or minus. goes low 0 volts
