Relay board showing all engaged. Is it toast?

Finally got my acorn mostly hooked up when I went to wire the output relays. I noticed that all of the lights on the relay board read green for engaged when the Acorn was showing disengaged. It worked previously, but I'm not exactly sure when this started. Doing some Dupont connector detective work it seems that the voltage between GND and the outputs when disengaged sink to ~-0.17v. When engaged, my multimeter shows continuity with 0v. I'm hoping I'm just missing something or it's just interference, but the board readings aren't giving me too much hope

what happens when you force an output on and off in the plc diagnostic menu?

Lights on Acorn and PLC menu change as usual, but no response from the relay board.

I may have found the issue. Looks like a component blew, guessing a cap, and there's a dried, bright red substance one the board that looks like it corroroded and possibly shorted IC19... Or it's old blood from sticking myself on a soldered post

Just to clarify, the red spot and shorted IC are on the Acorn board.

ok.. they ship out fully tested. what do you think caused this?

I honestly think it's my own fault. About a week ago, I accidentally pricked my finger on a lead on the BBG. Didn't really think anything of it and didn't think it got anywhere, but this was a spot was under the two Recom relays, so I couldn't see it. It looks like the resulting corrosion bridged several terminals on the inbound side of IC19.
