Max. Encoder frequency and voltage on DB9?

Hello guys,
i am wondering, what is the max. line-count for a spindle-encoder on a lathe (with max. 3000rpm)?
So i have been looking into the AcornSix-Specs-file, and there is written:
Encoder input frequency low speed** 0 - 1200 khz
Encoder input frequency high speed** 0 - 6000 khz
** Frequency of A or B channel. See parameter 323 for switching encoder filter speed
When i search for that parameter 323 it reads like they are talking about servo-motor-encoders, and not necessarily the lathe-spindle-encoders, too?
So what is the maximum input frequency of AcornSix's encoder-inputs (DB9) for spindle-encoder?
And, another question:
What is the absolute maximum input-voltage for that DB9-encoder-ports?
Are they a little bit overvoltage-tolerant, or just strictly and max. 5V, and not a single millivolt more?
