I assume the answer is no.
I have a number of Centroid boards and machines. One is running in a lathe but no longer needed. I cannot 'hand back' a lathe license in exchange for a mill license, can I?

No, a license is tied to the board and a lathe is not a mill
You must get a mill license, or sell the board with the lathe license.
