I'm looking through the manual to see where power is connected to the motors and not seeing it. I knew this would be an issue as I don't have the original schematics and no one on the planet has them. I have no idea what kind of voltages I'm dealing with. I was hoping for guidance in that.
I tried spinning the encoder by hand while everything was connected with no change in anything. How is the encoder going to see motion if the belt is removed?
I've looked at the Centroid parts, capacitors, rectifiers, etc, to see what I might need, but again, was hoping that I could use some of my existing parts.
To Marty: I *thought* I did, and didn't see any change.

Also, weren't these 1000 line encoders? If so, you should have 4000 counts per rev setup in CNC12. Your last report says you have 8000 lines setup....

Double checking now, apparently I didn't get so far as to test the encoders in the PID screen.
I got as far as step 14. I could not get to the MDI page. That's when all the encoder errors were happening.

You are correct. They are 1000 lines. I did change that when the manual told me to, but saw no change, so I put it back. You don't want MDI. Not yet. See if you can go to Setup - Config - PID - Encoders. On that page you will be able to see the encoder counting. If I recall correctly now, your encoders are not on the motors? In that case, you can't disconnect them to test. Just keep the feedrate turned down and a hand by the Estop when testing.
The machine will still work with the wrong encoder count, your motion distance will just be off.

Here are a couple of pics of the X encoder. Easy enough to disconnect them. But again, I have no power to the motors. Will need extensive help figuring out what I need there.

Your motors and encoders are separate.
Please test the encoders in the F4 pid screen. One full revolution in either direction should equal 4000.
You have no choice but to leave the motor belted to the machine since your encoder is on the ball screw.
Test the encoder per the install manual and report back.

Marginal success.
I think that I missed or misunderstood step 11 on page 28 (CLR STOP FAULT) Fixed that and heard a relay click.
That allowed me into MDI (Indicating all faults cleared, if I am reading it right)
Why I mentioned MDI earlier was because the manual says if you can't access it then you still have faults.
Jump to step 1 page 32 (per Marty) move encoder, nothing changes on PID screen.
Powered it down and back up.
X is disconnected. Error in X and Z, a minute later, then Y also.
According to manual, if power down and back up, have to disable stall detection again, which I did. Then back to
I/O, turn #11 red, then green, heard the "click".
Back to page 32 - encoder test. Nothing happens when I turn either encoder (only Y and Z connected).

If you have your X and Z connected to Encoder 1 and and Encoder 3 inputs and in the PID screen you see nothing changing when you turn the encoder then something is wrong.
Did you hook up the power supply to All in One DC correctly? Double check your wiring. Then check that you have the correct voltages on the power supply and at All in One. You have the power supply corrected and the Meanwell power supply is outputting correctly, then I can't help but think you have issues with your encoders and you should do the test as Polaraligned suggested on them.
Make sure the LED's on All in One look like this:
