Without trying it myself, it's hard to know. It seems like you have gone through the correct steps. I would probably send it in for evaluation. It wouldn't hurt to send the nuc with it, so they might can duplicate the issue.

After it fails, what is the IP address of the computer? From a command prompt, type ipconfig /all and post a photo of the output.

Yes, verify the IP address and that you are NOT connected to the internet. If you did any “Windows” updates it may have changed the IP address of the NIC away from Acorn or updated the NIC driver. I’ve never used the NUC pc but I know they use certain Intel NIC chips that have been known to cause issues. Centroid made improvements to the software last year to overcome this but with any Windows update, if one was done, all bets are off.

You are using the shielded cable that came with the Acorn, yes? Is the cable running through a bulkhead connector or anything? Lastly, did you run the PC Tuner on your PC?

yes, useing the cable that came with the unit. i have this hooked up ontop of my table so no bulkead or anything. yes, ran the pc tuner several times,

You should be able to find an autogenerated report in your old CNC12 installation.
This would be a backup of your previous CNC12 install in your C: drive.
Inside the zipped backup folder you can find a "reportbackup" folder which should have at least 1 report in it.
Whether this will actually be useful or not I'm unsure, but worth a shot.

Can you ping the Acorn? Here's how:
After you do a fresh install of 5.3 do you try and run the software immediately? Since the Acorn needs to be connected and powered up to even install the software it has to be communicating somehow.
If you have Wi-Fi or bluetooth disable both and do a FRESH install of 5.3. Do not connect to the internet for anything.
