The board was in an enclosure. H5,h7 output never used. Only inputs were used, pin 1,2 6,7.8, all so H2, H3.
could this happen from the factory? I am just noticing now because I want to use it. Can I just purchase the bottom half of the acorn board?

No, every Acorn is tested before it leaves the factory.
As for replacing Acorn. Because it's sold old, well unsure.

When you look at the outputs via Alt-I, is there a white line UNDER output 3? A white line UNDER the output icon indicates that the output is being forced on or off. By moving the cursor until output 3 has a box around it, you can try to manually force the output on/off or auto by pressing Ctlr + Alt + F. Cycle through that sequence until there is NO white line under output 3. With no white line under output 3, the Acorn has control of the output.

The relay board is an "add on" to early versions of the Acorn board. I used my version 3 board for a year before I added the relay board as an option. Before adding the relay board, I tested the Acorn's outputs with an LED with the Anode of the LED connected to +24VDC through a 2K 1W resistor. The Cathode (normally the lead next to the flat spot on a T3 size LED) was connected to an output. I used the commands listed above while in monitor mode (Alt-I) to turn the diode on/off. If the Acorn output is not being forced OFF and if an LED or a low powered relay switches state when controlled manually, then the output is working and the fault is with the relay board. If the Acorn output is not able to switch an LED or a low powered relay, then you might have a problem with the Acorn board.

Check parameter 960 if it is other than 0 change it to 0 that should cure the problem.

That was a new one on me. Charge pump generally controls output 3. BUT there must have been an issue that corrected it with new hardware.

Now we all know....

Parameter 960 had me scratching my head too. I did a search for Acorn parameters and saw that parameter 960 is the charge pump divisor. I wondered what a "charge pump" parameter/divisor had to do with output #3.
