Are the user variables #29000 - #31999 able to be used in skinning API?

Yes, systems variables #1-#31999 are available through the call CNCPipe.Job.GetSystemVariable as of version 5.20.
Since version 5.02, the api allowed for user variables #100-159, #300-#399, and #29000-#31999
