looking at the report.zip
first thing i notice is
1.) that you are running v4.64 cnc12. please update to the latest version v4.82 so we are all using the same software.
update instructions, release notes and free download is here.

2.) Next thing which you are not going to like....is the machine is setup mechanically to make cabinet parts not for 3D surfacing or V carve cutting. the overall turns ratio of .8842 revs/in is way too low to get the good results you are hoping for. while you can get a router at this setting to V carve "ok" for best results this needs changed.
CNC Router Sweet Spot for good performance in all cases.
- Overall Turns Ratio for routers is 1.5 to 2.5 turns of the AXIS MOTOR yields 1" of table/gantry movement.
i'll look more at the report and files when i get time, can you send the v carve format files as well? maybe one of the other guru here can look at those items and comment.

I'll attach the motor files as .txt files. They can be opened using notepad and all parameters can be read, I am assuming this is the easiest way. Note, there is an XR and XL, right and left X axis motors.
I honestly don't do any V-carving. I use the machine for 80% cabinet work, the other 20% is either millwork or slab flattening. I appreciate your input on the turns ratio however. I am assuming the only way to really improve that is through greater reduction pulleys.
I'll get on the CNC12 update, thank you for the heads up on that!

Adding some photos with the covers off momentarily - I'll add them to the previous link. There is gear reduction between the servo and the pinion gear, and the two are connected via an XL pitch timing belt.
I put in a request with Teknic to schedule me a time for them to observe / tune as well.
As far as the code - I am definitely not an expert on code programming. I did write that with ramped paths and tabs, don't know how much that would add to the code. When I looked at the arcs specifically, they were with G2 / G3 commands...
Also, I've been using it for years with no problems like this, janky code or not.

What PP are you using in Vectric? The file of yours that Keith opened and shared is using all G1 moves for circles and this is not correct. Can you share the actual Vcarve file so I can open it in my software and use my PP? Change the name just like you did for your motor files. You should be using the stock Centroid_Arcs_inch PP in the Vectric software and then you can later modify it to work better with your work flow.
