From your "mpu_info.txt" file, which lists the hardware detected on boot-up:
From the mpu_info.txt file on one of my installations, which uses an ENCEXP board connected to an Oak:
Your MPU11 is seeing something there (implied by the non-zero major version number) but does not recognize it as an ENCEXP. Perhaps you need to get the MPU11 board firmware updated. I recommend putting the question to Centroid tech support on Monday.

Well I tried!
So I decided to completely uninstall all the software and reinstall a fresh download of 4.14 cnc12.
I restored all the files and turn all my unlocks back on. Now the system performs like it did before.
The only thing that doesn't work is the expansion board. Same issue as listed above not recognized on bootup.
I there a way to force firmware install?

If firmware is the issue, then you will need to send the MPU11 board to Centroid to be updated. That is not part of a CNC12 software update.
You can confirm that by seeing whether the "FPGA version" number in your mpu_info.txt file has changed.

The board is set up as ENCEXP2. This is a newer version that is not recognized by software prior to 4.15 r5. Your best option is to upgrade to CNC12 4.16. Contact tech support to sort out any issues you may have with the new license system on 4.16.

centroid hooked me up with a firmware upgrade and fixed the issues with the encoder expansion board.
