on the DC3IOb board, the segmented LED shows a 1(power out of specification); Checked the voltages and they are in specification. Power from the ATX seems correct, and the gray wire shows 4.8vdc. All the LEDS appear top be lighted up correctly.
404 Spindle fault; Still trying to understand what this is and/or where to find the data
9007 axis 3 communication error; I can't find data for this
Just to verify... the 1 is flashing with decimal point lit (an error condition)? This error is entirely a result of what the supply reports on the grey wire. Was error code 1 still flashing while you took voltage readings? Unless something very unusual is happening, the supply is probably intermittent and happened to give 4.8V at the instant you measured it.
Errors 102, 103, and 452 indicate some fundamental problems. They should be the focus to start with. They could be the result of power glitches resetting the DC3IOB. Do you have another ATX supply available to test?

Have you changed anything???
Fix things one at a time.
Spindle drive fault is just that. If there is a VFD, make sure it is powered up. If the VFD is not on line or faulted, you will get the fault. Make sure the fault signal from the VFD is wired properly.
Have you tried to look at the diagnostic screen Alt i?
Should be similar to Acorn, so you should be familiar with things....

Not flashing. no decimal point. I didn't realize it needed that to be considered a fault. The docs are a little obscure in some areas.

I don't have another. I am going to swap the Cat5 cable and move some wiring around. The previous owner was obviously a machinist and not an electrician. lol
For my understanding are the above errors related to the PC communicating with the MPU11, or the MPU11 not communicating with the DC3IO, or both?

Nope, powered it down, and back up to start testing and got new errors. Only thing I changed was disconnecting the USB wireless mouse. I plugged it back in but messages were still there, when I rebooted.

Understood!

No VFD yet. I have to track down where the fault input is so I can trace what turns it on.

Briefly to check the limit switches. I'll dig deeper today.

Since you don't have a power supply error, checking the PC to MPU11 communication is the way to go.
Cable, cable routing, firewall settings, ping test, etc. Did Windows apply an update when you rebooted?

Pretty sure it's linux based.?. Certainly not connected to the Web anywhere, so no update I am aware of.
Changed the com cable, and everything booted back the way it was originally. My gut says that wasn't the issue but it's okay for now.
I still have an error 428 to check the MPG cable. There is no MPG. What parameter turns this off? 19 is set to zero.
