Your IP address is correct, so I suspect that this is a Windows Defender issue. Go to Control Panel, choose Windows Defender Firewall, then Allow an app or feature through firewall. Make sure CNC?.exe are checked.
Cheers,

After you do a fresh install of 5.3 do you try and run the software immediately? Since the Acorn needs to be connected and powered up to even install the software it has to be communicating somehow.

If you have Wi-Fi or bluetooth disable both and do a FRESH install of 5.3. Do not connect to the internet for anything.
yes i ran immediatley,,, ive turned the wifi, and bluetooth off several times thinking it would help but nope!

ping test were fine also, 4 sent 4 recieved, zero loss!

im at a loss here. windows firewall is turned off, everything is done to a t per instructions, ive done it swveral times. this board was litteraly tested and sat while takeing care of a family memeber who was on their death bed. then after they passed i tried to get my mind off of it, went to test this thing out. and this goofy connection problem started.

like i said before, when i was able to turn it on here and there. when i had time, it randomly wouldnt connect, id unolug it plug it back in and boom connection, that has happened 3 times, tgis last time i actually had time to start testing function. it just wont connect to cnc12. it communicates bill will not bring up the cnc12 software

Have you turned it off recently? Windows likes to turn it back on whenever it feels like it. If you don't see CNCT.exe or CNCM.exe in the exception list, that is probably the reason.

Doing a little testing of my own with my Acorn I found that I get the same results as you when cncm isn't an allowed app through the Windows Defender Firewall.
1. I get the initial comm message you're seeing.
acorn_comm_message.png
2. Pinging both the local ethernet port on my PC and the ethernet port on the Acorn both pass.

Have a look in the list of apps allowed through the firewall and check if there's a cncm in the list.

If they've been added properly, which PC Tuner should do for you, you should see this:

Should the PC Tuner not take care of this?

Just asking because the tuner will not run on a German WIN 10.

yeah, ive done everything to a T!!!! nothing is working, this thing before this happened would randomly not connect here and there. id unplug it plug it back in and it would be fine. this nuc pc is brand new nothing on it, it was recommended by acorn, passes the tuner test and still has a issue. im supsecting its this board, which is sad cause its practically brand new, it has just sat. im pretty well versed in the automation and cnc world. ive been doing it for 25 years. but this isnt makeing any sense. even when i do what everyone tells me to do, even though i did it with the directions.

the board flashes and takes the update, just when you go to open cnc12 after the reboot. it shows connected on the actual acorn board, but the pc, waits on the "establisbing communications" screen then after about 25m gives the communications error.

Yeah PC Tuner takes care of it for you, just trying to rule out anything I can think of.
And be sure we're all on the same page.

Have you tried using a different ethernet cable?
And by the looks of the images you're plugging the ethernet cable directly into the PC and Acorn, which is good.
No splitters, extenders, etc.
