A corrected manual for PLCEXP1616 is attached. Sorry about that old one having some leftovers from another product.
No SIPs are required for 24v inputs.
DonPapp, make sure you are testing the correct input range. The PLCEXP1616 will map to inputs and outputs 65 to 80 with ACORN_6.

I checked all the connections and still the PLCEXP 1616 does not work, but I have found that if I disconnect the H7 connector or the external power the first four inputs on the AcornSix do not work.

If you are hot plugging PLCEXP1616, the I/O will not be mapped.
Connect only H7 RJ45 cable to PLCEXP1616. Turn on system power, then make a report. The PLCEXP1616 should show up correctly, which it is not in the previous report.

Where does one look in a report to see whether a PLCEXP1616 was detected?
I do not have a current AcornSix example to look at, but I have a report from a CNC12 v4.20 RedOak system that has four PLCEXP1616 boards connected and working. The mpu_info.txt and mpu_info.xml files do not appear to show them.

I did a fresh installation and a new report with only the H7 connector but it still doesn't work, the only thing that changed is that now it doesn't interfere with inputs 1-4. Here is the new report.

I would try a different Ethernet cable to PLCEXP1616. Run it outside of Panduit for testing.
A power failure and missing communication blocks were reported for PLCEXP1616. This could be a power failure causing missing blocks, or missed communications failing to clear the voltage fail flag after initial power up. Either situation is most likely from a cable or connector problem.

I exchanged the cables from the PC to Acorn with the one from Acorn to PLCEXP 1616 and we still have the same problem. Could it be that the PLCEXP 1616 card is defective?

The problem could be on either end. If you get an RMA to send them back for checkup, the best bet is to send both.
