Is it really necessary for the report to contain the tool table? Restoring an outdated tool table cost me a lot.

yes.
if you want to do something else. then copy/paste what you want into the cncm folder.

cncm.ol offset library
cncm.tl tool library

I had a PLC written with certain functions, unfortunately it produced the same inexplicable axis errors that I also got during my programming. Since I was supposed to import the report using the restore function, I did this with a working backup. Unfortunately, this backup was before the tool database was updated. Tool length 0 is not an advantage at rapid traverse of 1100 ipm. If the H length and D diameter of the currently active tool were displayed on the surface, this could be avoided. I know about Heidenhain control. It was also clearly visible there when G92 and/or G68 was active.

Make a backup of the PLC before changing it, so you can go back to the last working version.
