writing program while machine is running

i was wondering is it possible to write a program for the next setup while the machine is currently running? here's the issue, i have a G&L boring mill and all the programming is done from the PC but the worker states he cant write next program because he or the program wont be able to find his offsets etc. none of it make sense and i don't believe it. i don't see why the program cant be written and just saved like on anything else. and just up loaded to the controller when the next setup is ready. and if it is possible which im sure it is can someone explain how ?

hello.
are you talking about using Intercon while the machine is running or some other CAD/CAM program to create g code?
or part programming on another PC?
