Given that, if you add "G4 P[#9037 * #4119 / #25006]" at the end of your mfunc3.mac and mfunc4.mac files, then you should get a pause every time it changes speed.
You would need to set Parameter 37 to the time, in seconds, required to accelerate from zero to 24000.
Alternately, you could wire an "at speed" signal (Delta calls it "operation speed reached") signal from the VFD to a PLC input, then use an M101 code to wait for that PLC input to be closed.

i second that, use the VFD "At speed" (aka 'up to speed') and "zero speed" outputs from the VFD to let CNC12 know that the spindle is either up to the commanded speed before going on its merry way or at zero speed to do tool changes etc..
