The jog panel will determine if it is possible. It is probably the vintage that will have a 12 pin connector. If it only has a 6 pin MPG header, it will not work with third party MPGs.

The MPG must have TTL (not line driver) A/B wheel signals for that era control.

You do not connect the MPG handwheel to the CPU10, nor to the DC3IO. You connect the MPG handwheel to the jog panel board. As eng199 noted, later CPU10 jog panel boards have a 12-pin header for third-party MPG's, while some earlier ones only have a 6-pin header for a Centroid-manufactured MPG.

Incidentally, the CPU10 board in your picture would not work with a DC3IO. Either you have a grab-bag of mismatched components, or you have a ca. 2001-2004 control with a SERVO3IO (not a DC3IO), that was upgraded with a CPU10 board ca. 2010.
