What's the PLC have to do with handwheels. It should just be parameters. Do you see the handwheel encoder counts in the PID menu?
I think the PLC is just for the Joy stick inputs that are on the Centroid handwheels.

If the PLC program does not set SV_MPG_1_ENABLED, SV_MPG_2_ENABLED, SV_MPG_1_AXIS_SELECT, SV_MPG_2_AXIS_SELECT, SV_MPG_1_MULTIPLIER and SV_MPG_2_MULTIPLIER appropriately, then the handwheels will not work.
