The documentation is correct: "Accel" is the length of time, in seconds, for the axis to accelerate to (or decelerate from) its Max Rate.
A larger number yields a more gradual accel/decel; a smaller number yields a quicker accel/decel.

Just so I can keep track of reports, can you tell us your control serial number?
If it is a dealer-channel kit, it would probably be in the 1031xx range. If it is a DIY-channel kit, it would probably be in the A9006xx range.

While this does not affect your Z axis stall issues at all, you can reduce confusion in the message logs by changing Parameter 348 from 15 to 0, since you apparently do not have an MPG handwheel connected.

I doubt that your Max Rate of 300 in/min is reliably achievable at 10.0 revs/inch. I would set Max Rate to between 200 and 240 in/min, and Accel time to between 0.3 and 0.5 seconds.
However, given that you were evidently getting Z axis "position error" and "full power without motion" stalls while trying to run the PID tuning moves, which you evidently had running at 30 in/min, the high Max Rate would not have been a factor.
What is your VM bus voltage?

Also - looks like all of my DIP switches are set to 9amps. I have to grab dinner now, but I'll switch the Z-axis to 12 amps tonight and see if that helps! Thanks guys!

I lied - I think they're all set to 9amps right now. But my x and y motors say max of 7amps. The z says max of 8.6 amps (see above photos).

You have the switches set to 12A on each axis (ON, OFF). See http://www.cncsnw.com/Drives.htm#Allin1DC.
The 7A and 8.6A values on your motor data plates are maximum continuous current, not maximum peak current. Your Z motor, according to the data plate picture you posted, can (briefly) tolerate a peak current of 47A.
Therefore there should be no harm in configuring the Allin1DC for 15A on that axis.
However, you may still have a mechanical issue to address, such as axis binding.
You might also have an electrical issue to address, such as an intermittent cable break or a dead spot on the motor commutator.
