Sirs, I have 2 systems with the same problem. Both have been sitting a while. M400 Serial #10388 & M39S Serial #3535. The M400 would boot up when I purchased it on the machine it came on. After I removed it from the machine it would still boot up that was about 2 years ago. I was going to work on it a couple months ago and it would not boot up. Today, I have replaced the batteries on both systems after they would not boot up. I followed the instructions in TB272 I have power to the cooling fans on both machines. The computer is currently out of the console on the M400. I have touched terminals 3 & 4 as instructed in the Tech Bulitin. Nothing. Acording to the TB I need to rplace the mother board. So, I ordered used motherboards from e-bay that are gaurenteed to work. Replace an identical motherboard into the M400 computer Gigabyte GA-M68M-S2P. Still nothing on the computer screen. I am using external monitors that I know work. I have not replaced the mother board in the M39S yet because I seem to be missing something. I have read other posts on here and the Tech Bulitin seems to explain what I need to do. I have finally gotten time to retrofit 3 machines (2 mills and a Lathe) that I own and need to get these two systems working. What am I missing?

Have you tried hooking up an external monitor to see if the problem was with the LCD screen?

They both have external monitors. The control pannel monitor on the M400 was bad when I bought the machine. It has an external monitor on it that works when I bought the machine. The drawing on the picture showing pins 3 & 4 to touch was in the M39S cabinet when I bought that system used.

When you apply power, and then short the power-button pins (3 & 4), does the fan on top of the CPU chip start to turn?

If so, you should try an external monitor.

If not, you should try a different ATX power supply.

Thank you! I got the M400 to boot up and run tonight. I had put a power supply in it that I had soldered the green and black wire together for running the All in 1. That will run the fan but it would not boot up. Put a diffrent power supply in and jumpered the blak and green (like I was supposed to). Reset the listed bios settings and its booting up like its supposed to.
M39S; I have replaced the battery and the power supply in the M39S. Still nothng. (It did not work when I bought it, they had been working on it) Its getting late so, Looks like I will have to replace the mother board tomorrow. That should fix it

As a rule, ATX power supplies used in consoles with ATX motherboards should not have the green wire modified.

All 20 or 24 wires of the ATX power connector should go directly to the motherboard.

As as a follow up to what Marc, CNCSNW mentioned:
You usually go into the motherboard BIOS power settings and set to RESUME on power restoration (or similar) so that when power is reapplied the computer will power up on its own.

I got the M39S system to boot up this afternood. I had to replace the motherboard. Do I need to leave the paper clip jumper between the green and black wire in permanetely? Thank you for your help and quick response. I am planning to use this system to retrofit my Lagun CNC Lathe. My next question is off of this topic so I will start a new message.

No, the jumper is unnecessary once you have the BIOS "power management setup" set as Marty describes above. See tech bulletin TB114.
