A gib screw was incorrectly adjusted. My guess is the mill came this way from Wesel, and without manual control on the Z axis my dad never realized it. He's kicking himself for not having run the controller drag tests when he bought the machine, but he was still new to CNC at the time and I think it's reasonable he assumed everything would come properly configured from the factory. My only experience in the shop is working with my dad when I was a kid, so I didn't think to check the gibs after I ran the test, but when I told him about the drag issue he immediately suggested it.
Thanks again for your patience and help, cncsnw. My dad has Parkinson's and can't run the mill himself (or even really get into the shop these days), so it's been a bit of a struggle for us. You've been a tremendous resource!
