M400 computer won't start <resolved>

We've got this system that hasn't been powered up in 6 months, and now the PC won't power up. The mpu11 cards all fire up and the red lights on the control panel keys flash 4 times, but the gigabyte PC doesn't power up.
I've verified that the PC power supply is capable of turning on at the workbench if you jumper the ps-on pin to ground.
Is there some bios setting that controls the CPU power up that may have been lost due to a dead bios battery?
Feels like I'm missing something. This thing always just worked and it has never been on a network so nothing should ever change on it.

The BIOS is most likely the issue.
The battery needs replaced and the battery setup.
Centroid has Tech Bulletins on the website that assist in this..
