The NUC is a small form factor PC that exceeds minimum specs. It also has a solid state hard drive.
You can build/buy a tower PC with same or above specs, but its a bit harder to get into an electrical cabinet.
The ALLIN1PC is a great as its one unit and already has the Touchscreen.
There are lots of options on what meets the minimum specs, what meets your built needs depends on your particular build. Different solutions for different applications.
