I have a past project that allows you to setup a tangential knife, using cheap utility knife blades, on a CNC router table. Setup used a N23 Teknic ClearPath motor, but most any N23 stepper or servo could be used. Hopefully this project can be passed to someone else with a current interest. Note that this is an active "C axis" driven knife, but could be adapted to use as a passive "follower" knife.
Includes a mount bracket (fits CNC Depot S30, but can be bushed to fit most spindles), belts, pulleys, an ISO30 tool holder and 2 blade holder brackets.

Here is a video of a working on a WinCNC controller, which has "native" support (optional $$ to play feature) for the tangential knife actions, but many low cost CAM programs have this feature built in.
