Win 10 has always had the same setting as well. Could PC Tuner be changing something in group policy that has some other dependencies tied to it?

yes, PC Tuner sets Hibernate to Never/Off which SHOULD also disable the "Fast Startup" feature we don't want. I checked it on a few computers and that does seem to be working. PC with batteries (laptops) may take more turning off of settings. (yet another reason we don't recommend using laptops:-))

I have tested the tuner on 2 PCs and 1 Laptop with WIN10 and 1 Laptop with WIN11. Works ok for me.

It did not make any of these unusable, and even if it did, I could restore the backup made right before the testing.

Most problems are 1-2 feet in front of the computer 🤣
