The FAR better solution would have been to purchase the line-driver version of the encoder they are using and dispense with the added expense of designing and building a converter.

if you remount the encoder with a belt, do not put sideloads on the encoder, the pulley should have its own bearings and the encoder mountet with a coupling to the pulleyshaft.
