If you have a touch screen monitor, unplug the USB cable from it and test.
I have had ASUS monitors turn up phantom touches shown as dots on the screen as you showed. Its also why I no longer use Capacitve touch screens any longer.

This is a planar PCT2235 touch screen and it has been connected as long as I have had this computer. That is the only thing I haven't tried yet.
I even did a system recovery to put the PC back to factory settings and reinstalled cnc12 v4.64.
I unplugged the usb cable and will test today.

I've got that same monitor and it's been working great for 9 months now. What kind of mouse are you using? Do you have any specific mouse software installed, such as Logitech. If it's wireless and uses one of those little unifying dongles, make sure it's close enough and has nothing between it and the mouse that could cause interference. I have one Logitech one that needs to have the dongle extended out by a USB cable to be right behind the mouse to stop it from stalling/hanging when mousing around and clicking. I tried different dongles to no avail. Keep in mind, these wireless ones operate on the same 2.4ghz band as wifi routers and wireless handsets and this can cause interference as well.

my mouse and keyboard are both wired usb HP brand
I connected the PC to the internet this morning and it installed a HP mouse driver.
I then checked the mouse driver and it says it's using the Microsoft driver, so I'm not sure what is happening there
I have copied all my CNC12 files to a usb stick and I'm letting windows update
my windows 10 was from 2017 after I did a recovery last week because of updates I did in 2018
this computer normally has no internet connection.
If that makes things worse I'll do a system recovery and start over

Though I think I would have disconnected the USB cable to the monitor first for a test.

When windows has done all the updates it can and I run a virus scan I will redo the windows 10 setup requirements for Acorn and start over with the monitor disconnected.
If my problem is fixed I will then connect the monitor USB cable and see if the problem returns.
this way I get updated drivers for the monitor's touch screen if there are any and possibly prove if the monitor was the problem.

I gave up on the touch screen. Unplugged the USB cable.
My router started having phantom movements, and one day as I was switching bits it started moving while my hands were under there (I wasn't hurt, but it did startle me a bit)
I got the wireless MPG and I hardly use the VCP anymore any way.
