Final update and recap.
When the shield for the 0-10V signal cable is grounded to VFD side there's noise totally drowning the signal.
However, when the shield is grounded to the control cabinet ground which uses a different circuit but the same garage power panel--the noise is reduced but still existent.
What I did to fix it is I bought a 220v rated inline noise filter from AutomationDirect for the VFD and now the frequency when running varies by only 0.2HZ at the most for the 0-10V signal. There is still ample noise on the spindle ground side (cannot ground shield there)... The control cabinet runs on 110V and the spindle is running off a longer 12 AWG cord to an unused dryer circuit with proper grounding (well there's continuity and the house is only 15 years old).
All considered I can't say what was precisely wrong but I did see some with issues until a noise filter was installed.
It works, I'll be getting the VFD into its own enclosure, and Centroid Acorn is rock solid.

Single phase 3 HP unit.
Everything works fine--I've got probably 30 hours on it thus far and was rather careful to get all the settings correct.
I've only touched 3 VFDs and a single Acorn board in my life--so I'm no expert!

I have shied away from TECO VFDs....my experience with them has been hit and miss.
I have discovered and tested the Factorymation.com TD series VFDs for inexpensive small builds TD200 have no braking resistors, TD400 do.
I also use and like the GS3 series drives from Automationdirect.com

To further smooth out the fluctuations in the VFD add a #104 (0.1uF) cap across the analog output (AN GND and AN OUT) on the Acorn.
