Thanks, Keith, so it idles high and goes low when a tool is sensed.

Does that mean if it uses a mechanical switch, it should be normally-open? That seems contrary for reliability reasons.

NC and NO works both, mechanical or as NPN. I prefer NC

Both of mine are NO because they are wired to the same input so as stated either will work just fine. Many of the very simple ones available are mechanical or conductive anyway so NPN or PNP wont matter.
