Vcc refers to the positive supply voltage (24V in this case from the Acorn headers). The resistors control the amount of current used to illuminate the LED in the opto-isolators. I have the acorn MPG. It does not have an EStop on it like my previous Mach 3 mpg did. My Novakon mill came with a estop that is magnetically attached to the front of the drip pan. Your power drawbar has it's own software. It does not require any input from the acorn to operate. A tool change failure will still give a warning.
