From the looks of the setup, I would guess it's running through the original miter gears and the stock Acme screw. If you really want this to work well, replace the acme screw with a ballscrew and drive it directly and not through the miter gear set.

I would think you could set it up as a manual axis using the spindle encoder - I don't think you can actually configure it as a C axis. F1 Setup/F2 Motor set up axis 3 with label "M", revs/in as 1, and encoder counts/rev with whatever your spindle encoder has. Parameter 93 (properties for ...

You need to tune your axis for the max feedrate you have set on the motors page. For the knee, I'm assuming "air assist" is a pneumatic cylinder counterbalance. Increase the pressure on that to reduce the idle current.

Min and max are for the spindle rpms, not the motor. If you set max to 10,000rpm, and you issue a M3 S10000, then the analog out will be 10V. It's up to your motor controller (VFD) to decide what to do with that 10V.

You would need a keyboard emulator that takes an external switch closure and sends an F8 keyboard character to Windows.

Here's how I have my rotary connected to my AllIn1DC. I also modified my PLC program to check the clamp pressure feedback after a short delay.

A separate supply for the Acorn is recommended to reduce the amount of electrical noise that may cause problems with the Acorn.
