Uncoated carbide changes to: 2230 rpm, 583.6 f/min, 22 in/min, 0.0091 in/rev and takes 7.1 HP.

Well, I'm partial to Hardinge For a CNC conversion, a TFB is the best choice and is usually much cheaper than the HLV since it doesn't have the threading capability which you will correct with the CNC addition.

Lengthening your decel time on the VFD should help with the overvolt condition.

I'd probably run a single contactor since you'd never want to control just a single drive.

I would say the servo breakers are properly sized to prevent damage to the motors and drives, but you will NEVER see a combined load of 60 amps from them. A 30A main disconnect (or 45A) with a 30A main breaker should be more than enough for that system.
