Milling with high speed is loud. IMHO aircooling with an active fan is not much louder than watercooling, but cheap spindles with fixed fan are screamers :D Best way to reduce noise is a housing. If you want quiet then you can install a 2HP (or larger) water cooled spindle and VFD. You'd have to decide between 120 or 240 volt options.
