Precisely my point. The 16T center flange has a diameter of just 0.63" (16mm) so no can do unless another type can be found. Otherwise agree.

For such a small diameter Timing pulley you might struggle to find a suitable locking bush with small enough OD that you could fit to your bored out, original 18T without excessive weakening, if at all. Not sure where you are located but on this side of the pond, 18T pulleys are sold with pilot hole...
