Pulley looks good, encoder is connected well, axis is tuned. It will now hold at 10 rpm, but any faster than that and it starts bouncing again.
any suggestions on what to check next?

SOLVED -
Found the answer on another forum. It required loosening the bolts on the housing between the quill and upper housing. That received just enough pressure to allow the belt to turn again.
