Z-axis on/off selection with scale feedback (Answered)

I've started a new thread because the last remaining issue with my scales does not appear to be a configuration problem. For the beginning of this problem, see viewtopic.php?f=20&t=2461

The above video demonstrates my remaining issue. The machine homes correctly and the linear scales enable for the X, Y, and Z axis. I can run the machine under automatic control, e-stop the machine, kill power to the axis using the free-axis one-shot, and manually move the X & Y axis and everything works as expected and the linear scales remain enabled. The fourth axis on the DRO is the glass scale on the knee which is operated manually with a Servo Products power feed.
If I convert the quill (Z) to manual mode, the Z-axis DRO correctly changes to manual and reports the correct position when the quill is moved manually. All other axis continue to function correctly. The problem appears when converting the axis back to automatic mode. The DRO display reverts back correctly and the axis operated correctly, however the linear scale is not enabled and no longer providing position feedback.
