Downloaded the zip file for spindle air speed increase/decrease using our 24DC valves, but don't know how to incorporate the programs or load into cnc system

Where do I insert these files or how do I setup to run the Mach3 Mill program to incorporate the new program changes?

As described in the PLC section where you downloaded the files:
For Windows based systems the install directories are c:\cncm for mills and c:\cnct for lathes. Unlike running the PLCInstaller
package, copying these files to your install directory will not alter your machine configuration or parameter files.
Each zip file also contains the mfunc#.mac macros -M3, M4, M7, M8, M10 and M11 and the plcmsg.txt custom message file.
If you have customized any of these files on your control, you may want to consider keeping the original rather than overwriting them. If you do not have a custom version of any of the above macros or message file, you should overwrite any existing files.
