Spindle Bench Test

Hi I have a Allin1DC 1106120591 I am trying to run the spindle bench test. I got to about step # 5 and I got a 10 volt reading where it should have been a 2.5 reading. I got a message that said it was out of range and to make sure I/O # 17 are green. I cant change the state of # 17 output to green state. Any ideas ?? THANKS
