Is there any way for an external application to obtain the current position?
Is there any way for an external application to obtain the current position of an axis? Better yet, is there an Event Handler interface wherein an external application can be notified when an axis' position changes (to prevent polling)?

yes, The tools provided by the Centroid APi allow you to write your own applications.
