You set tool diameter and height offset values in the Offset Library:
Then assign those values to a tool in the Tool Library:

I am not using offsets library i am using tool library and it only accepts whole numbers between 0-200 nothing else

The tool library "whole numbers between 0-200" are used to assign the corresponding values stored in the Offset Library to a particular tool.
For instance, you set D001 = 0.125 inches and H001 = 0.21 inches in the Offset Library. Then, go into the Tool Library and assign D001 and H001 to T005.

Just below the "Job Name:" on the screen, do you have a tool loaded or do you see "T---". Go into MDI and manually load a tool to see the trail.
Pull up MDI and enter "T1" to use the diameter offset assigned to T1. Or change the number to match whichever tool you want to use.
