The above link cured my problem of not popping up the window so that is all working much better now. The .net that I had installed was apparently the wrong version.

I will check the .net version that I have on there. I know I have .net but the one that I am downloading now from the link is much bigger than the one that I remember from before so that very well could be my problem.
